MANILA, Philippines — Social Welfare and Development Sec. Rex Gatchalian revealed on Wednesday that cash relief to the transport sector may have gone to “ghost riders” and “ghost drivers” if the money was sent through e-wallets. This huge loss of government money was prevented after the DSWD found discrepancies in the list of cash assistance beneficiaries from
