The FBI has placed Trung Duc Lu on its Ten Most Wanted Fugitives list with a US$1 million reward, accusing him of involvement in the 2014 torture, kidnapping and killing of two Vietnamese-American brothers whose bodies were found bound, stabbed and weighted down with cement in a Philadelphia river.
