MANILA, Philippines — The Department of Transportation (DOTr) will continue the construction of Zapote and Niog stations of the Light Rail Transit 1 – Cavite Extension Project if the Villar Group of Companies will refuse to settle with the agency’s offer, its Secretary Giovanni Lopez said on Thursday.  According to Lopez, the DOTr will meet
