It sank a Japanese submarine, rescued the crew of a B-29 bomber, and served as a training submarine. The Balao-class submarine is now a museum docked at Battleship Cove in Fall River, Massachusetts. The World War II submarine USS Lionfish was part of America's "Silent Service." Despite comprising less than 2% of all US Navy vessels during World War II, submarines like the USS Lionfish sank 55% of Japanese vessels in battle. This once-fearsome vessel is now a 311-foot-long museum exhibit, allowing the public to learn about its top-secret wartime operations. Take a look inside the USS Lionfish. The USS Lionfish was recommissioned for the Korean War, serving from 1951 to 1953. From 1960 to 1971, the USS Lionfish served as a reserve training submarine, teaching crew members to operate similar vessels. The first stop on my self-guided tour was the forward torpedo room, where 16 torpedomen slept and worked. The forward torpedo room. The 16 crew members slept alongside the torpedoes on pull-out bunks, remaining ready to fire at all times. Behind the torpedo room was officers' country, which included the officers' pantry. The USS Lionfish's conning tower wasn't open to the public, but I did get to look inside one while touring another Balao-class submarine, the USS Becuna. Chefs prepared meals for the submarine's 80 crew members in the main galley. The main galley. Even in frigid temperatures, I saw volunteers holding tools and walking carefully around the deck's open panels, revealing the complex mechanics beneath. X product head Nikita Bier compared his experience at X to past jobs at Meta and Discord on the "Out of Office" podcast. Bier said that Musk holds "weekly reviews" of one or two slides with every X engineer. One of Elon Musk's lieutenants at X is sharing what it's like to work in the trenches with him. There are some trademarks of a Musk company, whether it be Tesla, SpaceX, or xAI. His teams are flat, his schedule is jam-packed, and his expectations are high. In the lead-up to a big launch, expect to grind out some long hours. X's head of product, Nikita Bier, recently opened up about working under Musk on the "Out of Office" podcast, contrasting it with his past work at Silicon Valley staples like Discord and Meta. Bier described a "very flat organization" with lots of individual contributors reporting directly to Musk himself. There are very few managers, Bier said. "Everyone has an incredible amount of agency," Bier said. "We come up with an idea, we build it in a week, and it's out." Bier also said that Musk was "deep in the weeds." That's a feat for an executive who runs multiple companies (and once a government agency) at the same time. "He does weekly reviews basically with every engineer at the company," Bier said. "You have one or two slides, you present what you got done that week, he gives feedback." While some social media commenters expressed skepticism that every engineer received a weekly review, Musk is clearly hands-on — as evidenced by another xAI employee's podcast appearance. Sulaiman Ghori worked on xAI's Macrohard team. He described flat teams, few managers — and a wager between Musk and an employee on how quickly he could set up a rack of GPUs. The employee won himself a Cybertruck. (Ghori, who also talked about the company's "carnival company" permit workaround for building data centers, announced he was no longer at xAI four days after the podcast was published.) Bier also described a lean but efficient team that had "like 30 core product engineers." "The size of the engineering team is equivalent to a feature when I worked at Facebook," Bier said. "It's essentially operating like a startup." On X, one user asked whether these 30 employees were on the product or design team. Bier responded: "Engineers, 2 designers, 1.5 product managers and me." It's difficult to compare engineering team sizes to the pre-Musk Twitter days — or even discern which "core" team Bier is referencing. After six months of ownership, Musk cut Twitter's staff by 90%. Five hundred engineers remained at the time. What Bier didn't realize before working with Musk, he said, was that the executive will "always do the hard things." Consumer product builders are often looking for quick wins, Bier said. Musk chooses the most important — and difficult — thing to do, he said, from rebuilding the algorithm to building data centers. That also means: Don't expect a lazy Friday at X. "Every morning, every day, there's a new crisis," Bier said. "I'll just open my phone and be like: 'Oh my god.'" Chick-fil-A and KFC's chicken tenders were similar in their breaded texture. Raising Cane's impressed me with its crispy yet juicy tenders and delicious signature sauce. The fast-food chicken wars have entered a new battleground — now, it's all about the tender. McDonald's launched its McCrispy Strips in May last year, marking the first time chicken strips have been on the menu since the COVID-19 pandemic. Then, a few months later, Wendy's launched its own Wendy's Tendys and a lineup of six new sauces made for dunking. "Consumers told us what they wanted in a chicken tender, and we listened — taste-tested, fine-tuned, and delivered," Lindsay Radkoski, Wendy's US chief marketing officer, told Business Insider. I decided to compare chicken tenders from 14 fast-food chains across the country to see which were the best. Here's how the tenders ranked, from worst to best, based on taste and value. Of all the chicken tenders I tried, Whataburger's didn't completely wow me. Erin McDowell/Business Insider A three-piece chicken tender cost $7.48 at Whataburger at the location I visited in Austin. The chicken tenders were large and perfectly fried. Erin McDowell/Business Insider I thought the tenders could only be described as "classic" — they weren't anything out-of-the-box, but I enjoyed them. The meat inside was juicy, but I thought the fried coating could have had a bit more crunch. Erin McDowell/Business Insider The chicken tenders tasted good on their own, as well as with ranch dipping sauce. They weren't bad by any stretch of the imagination. However, I did think the other tenders I tried were slightly crispier and had just the slightest hint of more flavor in the batter. Regardless, for a relatively low price, I'd definitely order these again. I also ordered chicken tenders from Cook Out, a regional chain I visited in South Carolina. Cook Out chicken tenders. However, I thought they were well-seasoned and had a lot of peppery flavor. Smashburger's chicken tenders were just slightly too fried for my liking. Erin McDowell/Business Insider An order of three chicken tenders from Smashburger costs $9.99, excluding tax and fees. I thought this was a little pricey. The chicken tenders were heavily fried and bigger than other ones I tried. Erin McDowell/Business Insider The breading on the chicken tenders felt thick and crunchy. The chicken tenders, overall, tasted dry, even when paired with sauce. Erin McDowell/Business Insider The chicken meat inside and the ranch dipping sauce provided could only do so much to offset the intense dryness of the crunchy breading. The next time I order from Smashburger, I'll stick to the chain's beef offerings. Next up were the crispy chicken tenders from Sonic Drive-In. Erin McDowell/Business Insider A five-piece order of chicken tenders cost $8.41, excluding tax. The chicken tenders were evenly fried but on the thinner side. Erin McDowell/Business Insider Rather than thick and juicy like some of the other chicken tenders I tried, these were flatter. In fact, I'd say these were the thinnest and flattest tenders out of all the ones I tried. I enjoyed the flavor of the seasoning, but there was a lot to be desired when it came to texture. I gravitate toward thicker, more shreddable chicken tenders, and these slightly missed the mark for me. However, the flavor was definitely there — the breading had a peppery essence and the tenders were evenly fried. My ninth favorite chicken tenders came from Popeyes. Erin McDowell/Business Insider A three-piece tender combo costs $16.89 before taxes and fees. The meal deal included a large serving of fries, a drink, and a biscuit, as well as a choice of dipping sauces. The chicken tenders from Popeyes were crispy, flaky, and crunchy. I thought the chicken tenders were a good size. The breading was peppery, just the right thickness, and perfectly encased the juicy white chicken meat inside. Erin McDowell/Business Insider I also thought the price was fair, considering the amount of food I received. The chicken tenders paired perfectly with honey mustard but were also tasty on their own. I would definitely order these again. Wendy's is the latest chain to bring out chicken tenders. Erin McDowell/Business Insider Wendy's new tenders are available in a three-piece or four-piece option. I ordered a three-piece tender for $8.12, excluding tax and fees, at my local restaurant in Brooklyn, New York. The tenders were about the same size as the ones from McDonald's, but crispier. The breading was crunchier and thicker than some other chains. Erin McDowell/Business Insider However, I preferred the slightly thinner breading on the McDonald's and KFC tenders. In terms of flavor, these tenders had a distinct peppery flavor that paired well with the new signature sauce introduced with the tenders' release. These tenders were solid, and I'd order them again. The breading was well seasoned, but I wanted more chicken. Erin McDowell/Business Insider However, the slight lack of chicken meat inside — at least compared to other chains — and the chunky breading prevented Wendy's tenders from ranking higher for me. KFC's original recipe chicken tenders really impressed me with their taste and value. Erin McDowell/Business Insider I ordered a four-piece tender meal for $13.65, excluding taxes and fees, in Brooklyn, New York. I thought this was excellent value for the amount of food I received. The tenders were well-breaded on the outside, though the breading wasn't as crispy or crunchy as others I tried. Erin McDowell/Business Insider The breading stuck closely to the chicken tenders, rather than having a thick or crunchy texture. However, the chicken tenders paired well with the chain's honey mustard and new comeback sauce. The breading had a tasty, very peppery flavor to it that was unique compared to the other chicken tenders I tried. The chicken tenders were flavorful and contained an impressive amount of white meat chicken. McDonald's recently launched its new McCrispy Strips. Erin McDowell/Business Insider At my local McDonald's in Brooklyn, New York, three McCrispy chicken strips cost $10.99, excluding tax and fees. The chicken strips were large and evenly coated in breading. Erin McDowell/Business Insider The chicken strips differed from the chain's buttermilk crispy tenders, which were discontinued in 2020 at the start of the COVID-19 pandemic. Chicken tenders haven't been on the menu since, despite fans' pleas to bring them back. The breading was relatively thin, but very crispy. Erin McDowell/Business Insider Unlike some flakier chicken tenders, each bite was evenly coated in well-seasoned, peppery breading. Inside, the chicken meat was thick and juicy. Paired with the chain's creamy chili sauce, which was specifically created to go with the chicken strips, these packed a decent amount of flavor. However, on their own, I thought they were just a touch blander than some of the higher-ranked tenders I tried. Taco Bell released chicken strips after bringing out nuggets last year. Erin McDowell/Business Insider Taco Bell's chicken strips were available as part of three different kinds of tacos and burritos, or on their own with dipping sauce. An order of four chicken strips and two sauces cost $9.14, excluding tax and fees. The chicken strips were thick, juicy, and the ideal level of crispy. Erin McDowell/Business Insider The chicken strips were marinated in zesty jalapeño buttermilk and breaded with crispy tortilla chips and breadcrumbs, which is the same formula as the chain's chicken nuggets, which I ranked as my favorite across six chains. The chicken strips packed a lot of flavor. Erin McDowell/Business Insider The breading was super flavorful, and I definitely got hints of tortilla chip. The chicken inside was also moist and juicy, while the breading remained crispy. My only real complaint was that I wanted more than two. Chick-fil-A's chicken tenders were perfectly crispy and juicy. Erin McDowell/Business Insider When it's not included in a meal deal, a three-piece chicken tender costs $9.69 at my nearest location in New York City. For a meal, the price bumps up to $17.35, excluding tax and fees. Some of the chicken pieces looked slightly darker and more fried than others. The chicken tenders were nicely fried but still juicy on the inside. Erin McDowell/Business Insider When I dipped them in the chain's signature Chick-fil-A sauce, the experience was mouthwatering. The chicken tenders were also great on their own, with the perfect balance of crispy breading and a delicious, briny flavor. The sauce just took them over the edge. Wingstop's chicken tenders came in third place. Erin McDowell/Business Insider Wingstop recently revamped its chicken tenders, and I was excited to try them out. The chain sells its chicken in various flavors, from original hot to hickory-smoked barbecue and mango habanero. However, I ordered these chicken tenders plain. I ordered a five-piece chicken tender combo at my local Wingstop in Brooklyn, New York. It cost $15.39 and came with a drink, dipping sauce, and a regular side of fries. The chain also sells four chicken tenders, which come with one dipping sauce, for $10.69, plus tax and fees. The chicken tenders were large and well-breaded. Erin McDowell/Business Insider The chicken tenders were deep golden in color and evenly fried, with small clumps of fried breading adding even more texture to every bite. These tenders were filled with real chicken. Erin McDowell/Business Insider The chicken tender easily tore apart with every bite, which is something I look for. The breading itself was slightly peppery, but not overly flavorful. They paired well with Wingstop's signature ranch — my favorite of any fast-food ranch — and the chain's honey mustard. Wingstop delivered great classic tenders, though the breading didn't pack as much flavor as the top two chains I tried. Nevertheless, I'd definitely order these again. My second favorite chicken tenders came from Zaxby's. Erin McDowell/Business Insider A five-piece chicken tenders combo came with fries, a small drink, coleslaw, and a piece of Texas toast. I also asked for a side of honey mustard and Zaxby's famous Zax sauce. My meal cost $15.43, excluding taxes and fees. The breading of the chicken tenders was similar to Chick-fil-A's in consistency, flavor, and texture, but I thought these ones had more meat. Erin McDowell/Business Insider The breading was crispy and flavorful, with a slight sweetness. The chicken tenders held their own without sauce but were really taken to the next level when dipped in the tangy Zax sauce. Erin McDowell/Business Insider Zax sauce tastes similar to the Cane's sauce I tried from Raising Cane's, but I found it to be just ever-so-slightly less flavorful, and creamy. I also thought it didn't have the same kick. However, the chicken tenders really impressed me. They were a good size, extremely flavorful, and addictingly delicious. I found myself craving even more than the five chicken tenders I was given, which is rare for me. In the end, it was a really tough call on whether I preferred Zaxby's or Raising Cane's chicken tenders. But my favorite chicken tenders came from Raising Cane's. Erin McDowell/Business Insider A combo that includes three chicken fingers, fries, Cane's sauce, Texas toast, and a regular drink costs $12.19, excluding tax and any additions or swaps. After biting in, I could actually see the strips of white chicken underneath, which, in my experience, you don't always find with fast-food chicken tenders. The chicken tenders were crispy and juicy on the inside — I had to give them the win. Erin McDowell/Business Insider I tried the tenders on their own and with the Cane's sauce. On their own, the tenders were simply everything one could ask for: thick, juicy, and crispy on the outside. However, the chain is famous for its chicken-complementing sauce, and after biting in, I could definitely see why. It had a slight kick to it, and it was creamy and surprisingly tangy. “Why did you start driving inDrive?” It’s my go-to icebreaker with drivers in Pakistan. Lately, the answers have been unsettlingly similar. “I used to work in the development sector,” one man told me. “Then I lost my job.” I’ve heard that line — or a version of it — too many times to dismiss as coincidence. Since the United States pulled the plug on its aid apparatus, the fallout has been immediate. On the surface, the shutdown of USAID is being framed as just another abrupt policy reversal — a bureaucratic casualty in an era of disruption. But look closer, and it reveals something far more profound: the cumulative weight of domestic and international tensions that have been simmering, both within and beyond the US for decades. Cycles of aid, cycles of distrust The first source of strain lies beyond US borders. From its inception as a Cold War instrument, American foreign aid has been shaped by an enduring tension between its declared objectives of development and altruism and its underlying strategic and political calculations. This duality has long been apparent to the recipient elites and the broader public alike. During the Cold War, many governments acquiesced, in part because Western donors faced little competition and alternative sources of assistance were scarce. That landscape has since changed. As non-traditional donors, most notably China and the Gulf states, have expanded their presence, and as domestic political incentives within recipient countries have shifted, scepticism toward USAID has become more explicit and politically salient. In countries such as Pakistan, where mistrust of American intentions runs deep, US assistance is often perceived less as generosity than as intrusion. What is now framed as a backlash against American aid is better understood as the culmination of a long-simmering tension and a legacy of mutual misperceptions between donor and recipient. Pakistan’s experience with US foreign aid agency illustrates this dynamic with particular clarity. American assistance to Pakistan has never been linear or predictable; instead, it has unfolded in cycles closely attuned to Washington’s shifting strategic priorities. During the Cold War, aid was channelled primarily through a security-alliance framework aimed at containing the Soviet bloc, with economic assistance tightly coupled to military cooperation. These flows declined sharply after the 1965 war, reinforcing perceptions of US aid as conditional, transactional, and reversible. Another peak in this equation followed in the 1980s, when General Ziaul Haq aligned Pakistan with the US in opposing Soviet expansion in Afghanistan. Yet with the collapse of the Soviet Union, and the subsequent imposition of US sanctions on Pakistan’s nuclear programme under the Pressler Amendment, assistance once again contracted. It was only after 9/11 that the aid surged anew, this time framed around counterterrorism and stabilisation. Even at its height, however, much of this assistance remained shaped by security imperatives, short funding horizons, and heavy reliance on contractors, rather than long-term institution-building. For many Pakistanis, therefore, the shutdown of USAID feels less like an abrupt rupture than the latest turn in a familiar cycle of engagement and disengagement. The second factor is bureaucratic pathologisation. Like many large organisations, aid agencies are susceptible to institutional dysfunction, and USAID has been no exception. In practice, particularly in contexts such as Pakistan, as commissioner on the Afghanistan War Commission Andrew Wilder has noted, its programmes increasingly came to be structured through a security lens rather than a development one. Key decisions were made in Washington, filtered through multiple layers of contractors, and ultimately deployed on the ground with limited scope for local input. At the same time, bureaucratic incentives privileged projects with easily quantifiable indicators, favouring what could be measured over what was substantively effective. These patterns were neither accidental nor new, nor are they unique to the US. Over time, however, they eroded both the legitimacy and the perceived effectiveness of USAID, among recipients abroad and critics at home. These institutional dynamics had tangible consequences on the ground. In Pakistan, USAID funding became heavily concentrated in sectors aligned with stabilisation and security objectives — such as service delivery in so-called “fragile” districts or rapid-impact infrastructure — often at the expense of slower, politically unglamorous investments in local institutional capacity. NGOs and development professionals structured entire career paths around USAID project cycles, only to see those opportunities vanish when priorities shifted or funding was abruptly frozen. The result was a hollowing out of local expertise and institutional memory. When aid was withdrawn, it left behind far fewer durable institutions than its scale and visibility might have led one to expect. The mismatch between stated development objectives and the underlying security logic was further compounded by an overreliance on quantifiable metrics to demonstrate impact. This tendency was reinforced by a development ecosystem shaped by the overproduction of economists and political scientists trained as methodological specialists rather than regional experts. Programmes designed in Washington often prioritised what could be easily counted — number of schools built, clinics refurbished, trainings delivered, or kilometres of roads completed — over whether such interventions meaningfully strengthened local institutions. In Pakistan, this logic was especially evident in sectors such as education, health, and local governance, where projects were assessed primarily through output indicators rather than sustainability or local ownership. Multiple layers of contractors further diluted accountability and blurred responsibility once funding cycles ended. Over time, this produced a paradox: USAID became both omnipresent and poorly understood — associated with large budgets and extensive reporting, but yielding limited and uneven institutional impact. That credibility gap left the agency especially exposed when domestic political support in the US began to erode. The third major factor behind the dismantling of the aid lies in the domestic backlash within the US against international cooperation. Opposition to foreign aid, multilateralism, and international institutions long predates Donald Trump, reflecting decades of polarisation over globalisation and America’s role in the world. By the time Trump entered office, hostility toward international engagement was already deeply embedded in US politics. In this context, shuttering a highly visible aid agency became a potent domestic signal; it becomes a way to demonstrate responsiveness to voters who view global commitments as costly, wasteful, or illegitimate. Dismantling USAID was therefore less a recalibration of foreign policy than an act of domestic political theatre. The US government’s official justification for shutting down USAID frames the move as a response to “China’s exploitative aid model” and a means of advancing American “strategic interests in key regions around the world”. It is true that China has dramatically expanded its development footprint and largely operates outside the traditional Western aid framework. But that explanation doesn’t hold up to deeper scrutiny. If Washington were genuinely seeking to compete with Beijing in the development arena, the more coherent response would have been reform and reinvestment, not withdrawal. Moreover, Chinese and US aid are not direct substitutes. They target different sectors, rely on distinct instruments, and frequently operate alongside one another in the same countries — Pakistan among them — without displacing each other. In Pakistan, Chinese assistance has concentrated on large-scale infrastructure and energy projects, while USAID has focused primarily on education and health. Chinese aid typically flows through bilateral, government-to-government channels, whereas US assistance has often bypassed the Pakistani state, working instead through NGOs and contractors. China’s rise may well be sharpening anxieties in Washington, but it does not, on its own, explain why the US would choose to erode its own institutional capacity in response. A looming domino effect The shutdown of USAID, then, should not be understood as a one-off policy blunder or an idiosyncratic choice tied to a single administration. Rather, it reflects the convergence of long-accumulating tensions: between the professed ideals and strategic deployment of aid abroad; between development objectives and bureaucratic practices within aid agencies; between international commitments and domestic political incentives at home. USAID’s collapse is best understood not as the cause of these pressures, but as their most visible manifestation. The consequences of this decision extend well beyond the fate of a single agency. They reveal the fragility of the broader international aid regime, which ultimately depends on the willingness of a small number of leading powers to absorb the political and financial costs of institutionalised cooperation. When that willingness erodes, institutions lose both credibility and purpose and eventually collapse. Signs of this erosion are already evident, as other major donors, including the United Kingdom and Germany, begin to scale back their own aid commitments. What is at stake, then, is not merely the dismantling of USAID, but the gradual unravelling of an international aid regime built on mutual trust and a sustained commitment to lifting the world’s poorest out of poverty.

In their statements before the single-judge tribunal headed by Justice Agha Faisal of the Sindh High Court, they deposed that entry-exit points of Gul Plaza were closed, firefighters arrived late, ran out of water, lacked equipment and skill, while rescue authorities made no efforts to break the walls and windows to rescue people trapped inside. Many of the witnesses broke into tears while testifying before the commission, which heard them at the Deputy Commissioner South Complex. One of the witnesses, Haleem, deposed that his father and brother were inside the building when the fire broke out on Jan 17. He said his father lost his life and brother suffered injuries when he jumped out of the building to save his life. He said firefighters faced a water shortage while the building’s electricity was switched off shortly after the fire broke out. Witness Mohammad Hanif testified that his two sons were killed in the tragic incident. He said rescue officials made no efforts to break the walls and windows to rescue the people. He said police resorted to baton charge him and other relatives of the people trapped inside when they gathered near the plaza. Another witness, Qaiser, whose wife, son and sister-in-law were killed in the blaze submitted before the tribunal that he had asked the recuse and firefighters to break a wall in order to rescue people, but to no avail. He maintained that rescue authorities had lacked proper equipment and machinery. Taj Mohammad, whose father was killed in the incident, blamed the fire and recuse officials for not fulfilling their responsibilities. He said that he, along with a cousin, managed to reach the rooftop of the building, but rescue officials did not brother to reach there in order to save people. One gate of the building was opened and other exit-entry points were closed, he added. Saima, who lost her son in the incident, submitted that she and her daughter-in-law remained present outside the building for nine days, but the authorities did nothing to rescue their loved ones. She deposed that her other sons also participated in the rescue operation. Shahnaz, whose son worked at one of the Gul Plaza shops and lost his life, broke into tears during her testimony. Sanaullah said his sister was killed in the deadly fire and blamed the provincial and local authorities for the tragic incident. Abdul Hafeez, who also lost his son, informed the tribunal that the firefighters were short of fuel and water. Ahsan Ahmed, who lost his brother, also deposed that fire tenders were present on the spot but facing water shortage. Mohammad Hadi said that his son was also killed in the fire, but an assistant commissioner asked him to file an affidavit about the presence of his son in the building at the time of incident. Later, the tribunal provided the witnesses a questionnaire and asked them to submit it at the next hearing. The commission sought reply to 17 questions about the arrival of fire tenders and rescue staff, proper equipment for rescue and firefighting, prompt availability of ambulances, whether police facilitate evacuation or create confusion and the roles of district administration and the management of ill-fated building. The commission will also record the testimonies of various officials of Karachi Metropolitan Corporation, Sindh Building Control Authority, Karachi Water and Sewerage Corporation, Sindh police, Gul Plaza Shopping Mall Association, K-Eclectic and others on Wednesday (tomorrow). The PTI activists have blocked Peshawar-Islamabad Motorway at Swabi’s Anbar Interchange, GT Road at Khairabad Bridge, Dera Ismail Khan-Bhakkar Road, Lakki Marwat-Mianwali Road, Hazara Motorway at Abbottabad-Havelian Interchange, Kohat-Pindi Road near Khushal Garh and Upper Kohistan-Gilgit Karakoram Highway. Protesters remained present all the time at exit and entry points and did not allow a single vehicle to enter the province, causing serious problems to passengers and motorists destined to Islamabad and other parts of the country. Former governor Shah Farman, PTI Peshawar district president Irfan Saleem, deputy secretary information Ikram Khattana and other leaders of the party were present at Khairabad Bridge, connecting Attock district of Punjab with KP. Commuters, motorists face hardships Protesters have been demanding of the government to shift PTI founder Imran Khan from jail to hospital for treatment of his eye by doctors of his choice. Speaking on the occasion, Shah Farman said that under Article-4 of the Constitution, no authority could deny treatment of his choice to a patient. He said that the people, who were not allowing treatment of Imran Khan through doctors of his choice, would be responsible if his eye was further damaged. PTI workers blocked Islamabad-Peshawar Motorway near Swabi Interchange to all types of traffic, vowing to stay on roads till Imran Khan was shifted to hospital for medical treatment. Vendors were seen selling various eatables while setting up stalls on motorway, converting it into a market. PTI Swabi general secretary Afsar Khan told journalists that they were not ready to go back homes under any circumstances. “We will continue to sit here and if our demand is not accepted. This protest will continue. The federal government is responsible for the prevailing mess in the country,” he said. Stranded commuters said that government should take action against PTI workers to open the motorway to traffic because people, especially patients, were facing difficulties. “Where should we go, who should we beg, who should we ask and who should we request to open the motorway,” questioned Shahzad Khan, a resident of Peshawar. Uzair Khan, a resident of Gundam who was seriously injured in a firing incident on Saturday, was not allowed to reach a hospital in Peshawar through motorway. The circumstances forced his family to pass through Swabi and Mardan but he did not reach hospital and passed away. His relatives said that PTI workers were responsible for his death. During the last three days, it has been observed, that there is no rush at daytime at the venue of protest. In the afternoon youth start to arrive at rest area and in the evening there is a lot of crowd on motorway. PTI workers blocked roads at four key points in Dera Ismail Khan district on Sunday, suspending traffic and causing inconvenience to commuters and motorists. The sit-ins were held on Bhakkar Road, Multan Road, Chashma Road and CPEC route, bringing vehicular movement to a standstill at these locations. As a result, long queues of vehicles were seen on major arteries. Witnesses said that several commuters remained stranded for hours, while alternative routes also experienced heavy congestion due to diverted traffic. The protest is being held on the call of PTI central leaders, who have urged workers to demonstrate over the deteriorating health of Imran Khan and demand his immediate release. The district administration was monitoring the situation while residents called for restoration of traffic flow to ease their hardships. PTI activists continued protest demonstrations in Lakki Marwat and Karak districts on the second consecutive day on Sunday. A good number of party workers led by former district nazim Ishfaq Ahmad Khan Minakhel gathered at Darra Tang Point where they closed Bannu-Mianwali road, linking KP with Punjab and Islamabad via CPEC route. The closure of road on the second consecutive day troubled transporters and commuters as passenger and good transport vehicles queued up on both sides of the main artery. On the occasion, the former district nazim said that denial of access to healthcare and maltreatment by federal government had led to loss of Imran’s vision. He said that PTI activists had come on roads to hold peaceful protests against the PML-N government, which was responsible for the poor health of their party leader. In Karak, the PTI workers gathered outside Nashapa oil and gas field and staged a sit-in there. They stopped supply from the oil and gas field as oil tankers could not enter or come out of the area. An official of district administration confirmed disruption of oil supply from the field. PTI district president Inayat Khattak said that leaders and workers of the party decided in a meeting to shut down oil and gas fields in Makori, Nashapa and Gurguri to record their protest against non-provision of treatment facilities to Imran Khan. ISLAMABAD: Around 31.9 million births registered with union councils (UC) in 2025 are yet to be added to the record in the National Database and Registration Authority’s (Nadra) central database, according to an annual performance report. The report was recently submitted by Nadra to the interior ministry, according to which a total of 227m individuals are registered with the authority. Overall, nearly 97 per cent of Pakistan’s population is now included in the registration system, according to the report, which also shows that 52pc of the registered individuals are males and 48pc are females. As for biometric data, Nadra’s system contains facial records of 170m people, iris data of seven million individuals and 1.68 billion fingerprints, the reports says. During 2025 alone, the report states, some 445m biometric verifications were carried out, contributing to “improved transparency” and “strengthening of digital governance systems”. According to the report, national registration increased by 4pc in 2025, registration of children under the age of 18 rose by 11pc, renewal of expired identity cards increased by 24pc and cancellation of identity cards following death registration surged by 900pc. Female registration also saw an 8pc rise during the year. The reports says that by end of the year, 938 registration centres were operational nationwide. The authority established 75 new centres 138 new counters, while another 126 counters were installed at existing offices. The reports say that 231 mobile registration vans remained active during the year, including 33 satellite-equipped units for remote areas. At the UC level, 62 registration counters were operational while six new counters were set up in five countries abroad to facilitate overseas Pakistanis. According to the report, the Pak Identity mobile application was used to handle 15pc of Nadra’s total workload. The app was downloaded more than 12m times, enabling citizens to access services without visiting registration centres. In 2025, the federal government approved the National Registration and Biometric Policy Framework to further strengthen the unified registration system. Amendments to national identity card regulations were also introduced, biometric child registration certificates were launched for children as young as three, and family registration certificates were granted formal legal status. According to the report, Pakistan’s identity registration system now has near-complete coverage, though efforts are still required to further improve the registration of women and young children in certain areas. Clear policy recommendations have been proposed to close the remaining gaps entirely, the report says.

The sun was already beginning to set and "hazy conditions," which had been reported earlier in the evening, were getting worse, People reported. Kennedy planned to drop his sister-in-law Lauren Bessette on Martha's Vineyard before traveling to his family's compound in Hyannis Port with Carolyn. The couple was due to attend his cousin Rory Kennedy's wedding the following day, according to People. However, the plane never landed in Martha's Vineyard. An unidentified driver reported the plane had failed to arrive at Martha's Vineyard Airport as expected, according to the Post, citing an NBC report. It kicked off a search for the missing aircraft in the early hours of July 17. The Kennedy family notified the Cape Cod Coast Guard that the couple had not made it back to Hyannis. By 4 a.m., the Coast Guard began searching for the missing plane, and by 7:30 a.m., the Air Force and Coast Guard had launched 20 aircraft vehicles and two boats to search the area between Long Island and Martha's Vineyard, according to the Post's timeline. On Sunday afternoon, what was presumed to be debris from the plane was found on Philbin Beach on Martha's Vineyard. Among the debris was a headrest that was later concluded to be from the missing aircraft and a black suitcase that contained Lauren Bessette's business card. Rory Kennedy's wedding, scheduled for 6 p.m. that night, was put on hold as the family awaited more news. The Washington Post reported that after more debris was found in the days to follow, the search-and-rescue mission became a search-and-recovery mission. All three of the plane's passengers were now presumed dead. John F. Kennedy Jr. was 38 years old. Carolyn Bessette-Kennedy was 33, and her sister Lauren Bessette was 34. Kennedy Jr., Carolyn Bessette-Kennedy, and Lauren Bessette were discovered by Navy divers on July 22, 1999, after an extensive search approved by President Bill Clinton. The bodies of the crash victims, which were ''near and under'' the main body of the aircraft, were still strapped in, according to the Times. Details began to emerge about what led to the crash. He had reportedly rejected an offer to have a flight instructor accompany the group on their journey. As a newly trained pilot, Kennedy was not licensed to fly and navigate the air using flying instruments. Instead, he had only trained to fly using sight alone, which would have been extremely difficult in dark or hazy conditions such as those on the night of July 16. Warren Morningstar, a spokesman for the Aircraft Owners and Pilots Association, told the Times that "flying at night over featureless terrain or water, and particularly in haze or in overcast, is a prime setup for spatial disorientation." About an hour into the trip, the plane's flight path became irregular as it began its descent into Martha's Vineyard, indicating that the pilot may have become disoriented by the darkness of the sky and the water, the National Transportation Safety Board concluded. "His flight path into the water is consistent with what is known as a graveyard spiral," Jeff Guzzetti, an NTSB investigator in the accident, told Terenzio, according to People. "The airplane makes a spiral nose down … kind of like going down a drain. The plane went into one final turn and it stayed in that turn pretty much all the way down to the ocean." Not even a decade later, the city was ground zero in the war for Bosnian independence. Four decades after the Games, many of the Olympic venues have remained abandoned. Over 40 years ago, the Yugoslavian city of Sarajevo hosted the 1984 Winter Olympics. Many new structures were built, and the Games were seen as something of a reunion since many countries had boycotted the 1980 Summer Olympics held in Moscow. But six years later, the country would be thrown into turmoil during the Yugoslav Wars, which led to the fall of Yugoslavia. Sarajevo became the capital of a new country, Bosnia and Herzegovina, in 1992, but the fighting didn't end until 2001. During the fighting, Olympic venues became battlegrounds, with ski slopes heavily mined and hotels turned into prisons. While Sarajevo's story is singular, it's not the only former Olympics host city where venues now resemble ghost towns. Olympics host countries famously pour millions of dollars into building new venues, which sometimes fall into disrepair after the crowds have gone home. Milan Cortina, the host of this year's Olympics, hopes to avoid this costly mistake. "The Games are capitalizing on existing infrastructure and local winter sports expertise, aiming to create lasting socio-economic benefits for the local population," said Marie Sallois, the IOC director for sustainability. Of the 13 venues being used across northern Italy, 11 either already exist or are set to be torn down after the games. The country only needed to construct two new permanent venues, per the IOC. Top active stocks were led by K-Electric Limited, which lost 3.81pc to Rs7.82 at a volume of 50,550,737, followed by Worldcall Telecom Limited, which remained stable at Rs1.53 at a volume of 15,759,665, and The Bank of Punjab, which fell 3.91pc to Rs31.95 at a volume of 10,491,947. China's Debt Model Creates Danger Of Stagnation Authored by Daniel Lacalle, The latest social financing figures from China show an economy that is increasingly relying on government debt while private demand for credit remains weak. The strength of the Chinese technology sector and its exporting companies gives enough room for leverage. However, behind the weak private sector credit demand lies an evident economic slowdown that the Chinese government acknowledges, challenging consumption patterns, a significant overcapacity problem, and the depth of the housing crisis. The current economic model, focused on delivering 5% real economic growth, requires larger doses of debt to achieve smaller increments of growth, especially productive sector growth. The government has focused on reducing debt and overcapacity imbalances while reorienting its exports and financial system to lessen dependence on the US dollar; however, the main challenge for the Chinese economy remains boosting consumer demand, despite rate cuts and easing financial conditions. To understand the intensity of debt of the Chinese model, we must go to the year 2000 and see the acceleration in the flow of debt, not just the current stock. At that time, real GDP growth was around 8–9%, so each percentage point of growth came with roughly 13–16 points of debt‑to‑GDP. Government debt was very low, at around 25% of GDP, and most leverage sat in the state-owned corporate sector with modest household debt. China was able to deliver near‑double‑digit growth with a total non‑financial debt ratio barely above 120% of GDP. By 2023, non‑financial sector debt had risen to about 285% of GDP, more than doubling its level of 2000. Chinese think‑tanks and official commentators put the “macro leverage ratio” closer to 300% of GDP by 2025, according to the Chinese Academy of Social Sciences. The macro leverage ratio rose by 11.8 percentage points to 302.3 percent in 2025, exceeding the 10.1-point increase reported in 2024. Over the same period, the trend of real GDP growth has slowed to roughly 4–5%, so each percentage point of growth now requires around 60–75 points of debt‑to‑GDP, more than three times the debt per point of growth required in 2000. Furthermore, it comes mostly from government debt. In January 2026, aggregate social financing jumped by 7.22 trillion yuan, significantly higher than in the same month of 2025 and above market expectations, consistent with 5% annual GDP growth and a larger composition of the public sector in the mix. Outstanding social financing reached 449.11 trillion yuan at the end of January, rising 8.2% year‑on‑year, while money supply (M2) rose by 9%.​ New yuan bank loans were 4.7 trillion yuan, about 420 billion less than a year earlier and significantly below consensus, showing the weak private‑sector credit demand and the prudent approach of Chinese customers and businesses to debt addition. RMB loans outstanding stood at 276.62 trillion yuan, up only 6.1% year‑on‑year, clearly below the pace of overall financing and money growth. The driver of credit growth in China is no longer households and private firms but the government and state-owned companies. The real estate problem has impacted Chinese families in numerous ways. Not only did most of them see the value of their homes decline, but many families invested in the attractive yields of real estate developers’ commercial paper, which led to large losses and even the wipe-out of savings for many. Additionally, despite the excess in supply of houses, prices have not fallen enough to warrant enough appetite for new mortgages, as affordability remains an issue and the traditional prudence of Chinese citizens when it comes to consuming and borrowing adds to the challenge. Beijing plans to issue 4.4 trillion yuan in local government special‑purpose bonds in 2025, 500 billion more than in 2024, looking to boost government investment and a “proactive fiscal policy,” knowing that raising taxes would be exceedingly negative for growth and consumption. Local governments are expected to issue more than 10 trillion yuan in bonds in 2025, including refinancing, general bonds, and new special bonds. The Chinese government knows that it can manage more debt but also sees the weak investment and household spending and acknowledges that large tax increases would be counterproductive.  However, to prevent future debt-driven stagnation, a focus on productivity is necessary. The official budget sets a deficit of 4% for 2025. However, once all budget items are consolidated, including government funds, special bonds, and off‑budget vehicles, this true fiscal deficit in 2025 is closer to 9%, up from 7.7% in 2024, according to Rhodium Group and JP Morgan. China increasingly relies on hidden or almost fiscal borrowing to support growth. With outstanding social financing now around 449 trillion yuan and real growth around 4–5%, each incremental point of GDP is increasingly linked with a much larger stock of debt than a decade ago. This rising credit intensity of growth may prevent a significant slowdown but may create a significant fiscal challenge in the future. The Chinese model demands high growth and low taxes; any change to the fiscal system will be negative. For years, local governments relied on the sale of land for property development to collect tax receipts. Thus, the drag from real estate is evident in the economy and in fiscal sustainability. Real estate development investment fell 13.9% year‑on‑year in the first three quarters of 2025, with residential investment down 12.9%, the steepest drop since 2021, according to official figures. Property investment and sales both posted double‑digit declines in 2024, and forecasters expect real estate investment to fall another 11% and sales to drop 7.5% in 2025, according to Reuters, with further declines in 2026 before stabilizing only in 2027… if it happens as fast as consensus estimates. The property sector, once a key engine for economic growth and tax receipts, absorbs new credit to stabilize its accounts without boosting growth or creating a multiplier effect. Additionally, China’s industrial capacity utilization remained at 74.9% at the end of 2025, well below the 78.4% peak reached in 2021. Overcapacity is clear in steel, autos, legacy chips, and parts of sectors like green tech, where expansion has surpassed domestic and external demand. Thus, the purchasing managers’ indices show weak new orders and foreign demand, while bankruptcies and insolvencies have risen, although not to levels that would indicate a financial crisis.​ The Chinese economy needs to reopen, improve investor and legal security and allow the housing slump to materialize fully to see the type of productive economic growth it needs to avoid much larger increases in debt. Danish Navy Intercepts, Detains Iran-Flagged Cargo Ship Denmark detained a container vessel previously blacklisted by Washington under last year's sweeping Iran sanctions on Thursday, amid suspicions it was operating under a false flag. The Nora was seized after authorities determined it was allegedly sailing under the flag of Comoros without authorization. The ship is now anchored in Danish waters pending further investigation, according to reports. It actually appears to be a box ship transporting containers at the time it was intercepted. It raised the Iranian flag under deeply suspicious circumstances, as a patrol boat eyed the vessel, Danish officials say. AFP via Getty Images The Danish Maritime Authority believes it to be part of Iran's so-called shadow fleet of tankers. "The Danish Maritime Authority reports that the vessel has been detained due to incorrect registration," the agency said. Several months ago the vessel went through a name change, which Washington officials believe was in order to keep shipping sanctioned Iranian and Russian exports, and to evade European suspicions while traversing regional waters. The vessel is said to currently anchored east of Albaek in the northernmost part of Jutland. It's possible the vessel will eventually be released, as the Danish government explained the ship will be detained until Iran confirms to the agency that the container ship is legitimately registered and certified. According to more details via a maritime monitoring publication: Denmark’s TV 2 reports the vessel had gone dark while it was in St. Petersburg, Russia, in mid-January and then sailed west into the Baltic and reached Skagen, where it stopped on January 22. The following day, it anchored less than 20 miles east of Aalbaek, Denmark, where it has remained for the past 28 days. A Danish patrol ship was spotted near the vessel along with a Danish Armed Forces sea drone. The Danish Maritime Authority reports it questioned the vessel’s registry in Comoros and was informed by the authorities that the ship was “not correctly registered.” Apparently, when they questioned the vessel further, it suddenly raised an Iranian flag, prompting the detention. Danish outlet TV 2 further reports that the Cerus/Nora had transited Danish waters at least 10 times over the past year during repeated voyages to Saint Petersburg - and each time the vessel allegedly went dark, ceasing transmission of its position data as it neared Russian waters. REPORTS on the attendance of parliamentarians during sessions almost invariably evoke much interest among citizens. Although the average attendance in the National Assembly has been hovering around 60 per cent for the last many years and the citizenry seems to have made its peace with that, there are statistics which sometimes shock the people. For example, a Fafen report on parliamentarians’ attendance during the 23rd National Assembly session held from Jan 12 to Jan 22 this year indicates that 47 or 14pc members remained absent throughout the session and didn’t attend even a single sitting; 276 or 83pc of the total 332 members skipped at least one session. Similar statistics about the 22nd session indicate that about 70pc of the absent members didn’t seek prior leave from the House. The system of taking attendance is such that a person marked present might not have been there throughout the sitting and his/her presence for even a fraction of the sitting may be marked as present. Given the fact that the average duration of a sitting ranges from two to three hours (it was two hours during the first year of the present National Assembly), a member attending the sitting may have been present only for a few minutes. The absence of members from a sitting significantly impacts parliamentary proceedings. Our parliamentary system requires the presence of at least 25pc of the total members which constitutes the quorum. The Assembly proceedings are stopped after a member points out a lack of quorum and the subsequent head count confirms that the minimum required members are not present. A Pildat report indicates that during the past (15th) National Assembly, lack of quorum was pointed out in 105 (23pc) of sittings, and subsequently, 72 or 16pc of the sittings had to be adjourned on this basis. The abrupt termination of a day’s proceedings impacts the productivity of the Assembly as the day’s agenda (order of the day) is left incomplete. During the five years of the 15th National Assembly, on average, less than 50pc (49.47pc to be exact) of the agenda items could be taken up by the Assembly. Ministers’ absence also impacts the quality of proceedings and some of the agenda items have to be deferred because the relevant minister is not present. During the 23rd session of the current Assembly, for example, 29 federal ministers were supposed to answer members’ questions but a majority (19) of them did not show up on the day allocated for answering questions relating to their ministries. In most cases, the absence of the minister concerned deprives members of the opportunity to ask supplementary questions. Simi­larly, adjournment motions, privilege moti­ons and call-attention notices also require the presence of the minister concerned. The Speaker has repeatedly expressed displeasure at the frequent absence of ministers. Sometimes, ministers of state and parliamentary secretaries do not show up either to fill in for the minister concerned. Pakistan’s parliament is not the only one which faces issues of low attendance. Ministers generally take their cue from the prime minister and they are more likely to show up in the House if the PM is particular about his presence. During the life of the 15th Assembly, the attendance of the PM was a mere 13pc (11pc for Imran Khan and 17pc for Shehbaz Sharif). The attendance becomes more known through the media in the case of plenary sittings but the status of attendance is no different in the case of parliamentary committees. Many meetings are adjourned by the chair because the minister concerned and senior officials of the ministry do not show up at the meeting, leading to a wastage of financial resources spent on convening the meetings. However, one may add that Pakistan’s parliament is not the only one which faces issues of low attendance. Many parliaments face a similar situation and a number of parliaments have waived the condition of the presence of a minimum percentage of members for the validity of the proceedings. For example, the UK parliament and US Congress do not have a quorum requirement. The proceedings of the legislatures continue in these countries even if a single member is present in the House. In the case of the UK parliament, many parliamentary committees hold their meetings concurrently with the plenary. The proceedings of the plenary are watched by the members on CCTV while sitting in their offices or in meeting rooms. Members’ presence is required when a motion or a bill has to be voted on. Bells are rung at that time and members available within parliamentary precincts rush to the chamber to vote. The absence of a member from the precincts during the time of the plenary is, however, rare and frowned upon. A major reason for our legislators to be casual about their presence during the Assembly sittings has a lot to do with the preferences of a majority of their voters. Most voters are not so keen about their legislators’ performance in the Assembly. A member who works very hard on his parliamentary speeches and, for example, scrutiny of the annual budget, is seldom appreciated by the constituents. People want their elected representatives to attend to their personal issues, which need an influential legislator’s support for resolution due to poor governance. Finding jobs for constituents and their family members is one of the top expectations from legislators. Interceding with the local administration and police on behalf of the constituents to sort out their day-to-day problems is also among the informal responsibilities of legislators. Attending the weddings and funerals of voters’ extended families, too, is a strong preference of constituents. These informal chores are likely to be of greater help to a legislator in his re-election than making a speech in the House. The weak attendance of legislators is, therefore, not because of their lethargy. Instead, it is a reflection of the ground realities of our own governance and culture. Levittown in Long Island, New York, is widely recognized as the first modern American suburb. Each home looked the same — they were all built in the Cape Cod-style and cost around $7,000. As World War II came to an end, families looked for ways to start over. Emboldened by the GI Bill's provisions for home loans, they moved out of the cities in droves for newly developed suburban communities. In fact, the suburbs expanded by 47% during the 1950s, according to the Gilder Lehrman Institute of American History. Levittown in Long Island, New York, was one of the first to introduce the idea of a pre-planned, mass-produced uniform suburban community, The New York Times reported. Families started moving there on October 1, 1947. Though the community welcomed an influx of families, non-white prospects weren't allowed. Notably, African Americans didn't see the same benefits from the GI Bill, and it would take some years before racial and ethnic minorities broadly shifted to the suburbs. Here's what it was like to live in America's first modern suburb in the 1950s. Before the 1950s, people mostly lived in cities to be close to factory jobs. The GI Bill made it easier to afford a new home, prompting this transition from urban to suburban. Each soldier was given a year of unemployment and free tuition to go to college. The military pledged to back all home loans, which allowed veterans to buy houses with little to no down payments. This trend continued into the '50s. By the end of the boom in 1964, this generation made up 40% of the country's population. Most historians think it was because Americans were eager to have families after having postponed marriage and childbirth because of the Great Depression and World War II. Whatever the reason, people flocked to the suburbs to accommodate their growing families. In response to this growing need for space, suburban communities popped up at a faster rate in the '50s. In the '50s, they refocused their efforts on building home components and automobiles using the new practices — like the assembly line — they implemented in the war, As a result, factories were able to produce materials for homes faster than ever before. They set out to build one of the first uniform suburban communities in the US. The community grew fast. In fact, a house was built every 16 minutes in Levittown. They gave each a specific skill and created a sort of human assembly line. William Levitt even called his firm "the General Motors of the housing industry," The Guardian reported. The Levitts eventually constructed 17,447 houses between 1947 and 1951. During the peak of the construction boom, one was built every 16 minutes. The suburbs were also known for being a safe alternative to the gritty city streets. Levittown was also known as a cheaper option compared to an apartment in the city. By comparison, the average rent in New York City in 2026 is just under $3,500, according to Zillow. The monthly cost of a 30-year mortgage on a Levittown home today would be roughly $2,000. With all the amenities and perks, the community grew rapidly. In less than a decade, the population of Levittown reached 82,000. Two-thirds of Levittown residents today are white, according US Census estimates. Some of the few non-white families resisted this standard. When the lease was up, Levitt refused to renew it or sell them the home. The refusal sparked support for the Cotters, and the family eventually purchased another home from a white homeowner. In 1950, 80% of men in Levittown commuted to Manhattan for work, The Guardian reported. However, they were suddenly expected to give this up again and instead focus on childbearing and rearing. In 1963, author Betty Friedan wrote in "The Feminine Mystique" that the suburbs "were burying women alive." However, some believe that women's dissatisfaction with staying home "contributed to the rebirth of the feminist movement in the 1960s," History.com reported. China remained No. 1 but saw orders tumble 35% to 35.36 million CGT, shrinking its share to 62.7%. South Korea, ranked second, moved the other way: orders climbed 8% to 11.59 million CGT, lifting its share to 20.6%. Japan, in third, recorded a 53% plunge to 2.77 million CGT, with its slice slipping to 4.9%. The shift followed a U.S. announcement last April outlining fees on Chinese-built ships entering American ports starting in October 2025. Although the policy was delayed for a year after a U.S.-China summit in late October, uncertainty had already prompted global shipping companies to hesitate on new Chinese orders. A unit of China State Shipbuilding Corp. said it was disadvantaged in contract talks last summer, opening the door for South Korean yards to win more large container ship deals. HD Korea Shipbuilding & Offshore Engineering cited weaker demand for Chinese shipyards as a key reason for its recent surge in orders. Nikkei writes that the company posted record results for the year ended December: revenue rose 17% to roughly 29 trillion won ($20.1 billion), while net profit doubled to about 3 trillion won. Government-backed workforce initiatives have also supported the industry. Seoul opened a training center in Indonesia in 2024 to prepare skilled workers, including Korean language instruction, before dispatching them to local yards. Shipbuilders have raised wages and introduced AI tools to ease labor strain. Foreign employment in South Korea’s shipbuilding sector hit a record 22,824 at the end of 2024 — about four times the level five years earlier — with foreigners making up more than 20% of the workforce. Japan, meanwhile, has struggled to capture orders shifting away from China. Data from the Japan Ship Exporters' Association show export contracts in 2025 fell 20% to 8.93 million gross tons, marking a fourth straight year of decline. Limited yard capacity, slipways booked through around 2029, and labor shortages have constrained growth and pushed up costs. Looking ahead, global demand is expected to rebound in 2026 as stricter environmental rules accelerate orders for vessels powered by next-generation fuels such as hydrogen and ammonia. HD Korea Shipbuilding & Offshore Engineering has set a 2026 order target of $23.3 billion, up 26% from this year, citing steady demand for new builds and fleet replacements. China is working to regain momentum. In December, Cosco Group placed 50 billion yuan ($7.23 billion) in orders with China State Shipbuilding Corp., underscoring coordinated support among state-owned enterprises. • Accumulated losses hit Rs2.07tr by June 2025; half of it piled up in just three years • Outstanding loans stand near Rs3.1tr, debt rising Rs300bn a year • Financing cost reaches Rs210bn in FY25, highest among SOEs ISLAMABAD: Carrying the largest outstanding loan portfolio on its books and a negative return on assets, the National Highway Authority (NHA) — the country’s logistics backbone — is the single largest entity bleeding the federal budget, exposing Pakistan to substantial fiscal risk despite the recent doubling of tolls. The NHA is the “largest loss-maker”, operating on a “structural deficit model and reliant on budgetary support”, the Central Monitoring Unit (CMU) of the Ministry of Finance said in its Annual Aggregate Report on state-owned enterprises (SOEs) for the year ended June 30, 2025. With accumulated losses of Rs2.074 trillion, the entity that owns and operates all the national highways and motorways accrued around Rs1.004tr in the last three years alone — about Rs295 billion each in FY24 and FY25 and Rs413bn in FY23. Moreover, it stands out at the top of the SOE list, with the largest accrued financing cost of Rs210bn in FY25, as its toll revenue remains unaligned with debt servicing, leading to fiscal dependence and sovereign guarantee exposure. “Currently, the NHA holds outstanding loans totalling approximately Rs3.1tr, with an annual debt accretion rate of Rs300bn. This debt portfolio generates Rs98bn in markup, which is expected to rise to more than Rs150bn per annum, creating a substantial credit risk for the government of Pakistan (GoP), which guarantees these loans”, the CMA said. It said the presence of sovereign guarantees for public-private partnership (PPP) contracts added further financial strain, amplifying the government’s credit risk exposure. With more than Rs115 billion in loans given by the federal government last year, it is also among the top borrowers. On the other hand, its net assets remained almost static over the last three years, actually declining slightly from Rs5.84tr in FY23 to Rs5.83tr in FY25. Its total equity has been declining over time from Rs2.57tr in FY23 to Rs2.27tr in FY24 and Rs1.95tr in FY25. Conversely, NHA’s total liabilities have been increasing, making it the single-largest entity to accrue current liabilities. Its total liabilities amounted to Rs3.27tr in FY23, increasing to Rs3.54tr in FY24 and reaching Rs3.88tr by the end of FY25. The CMU observed that National Highway Authority’s 2025 performance underscored its strategic importance yet exposed growing fiscal vulnerability. “Despite an impressive surge in toll revenues and build, own and transfer (BOT) project inflows, the authority continues to operate under a persistent deficit, driven by high depreciation and finance costs,” it said. Operating income rose sharply to Rs83.1bn in FY25 (against Rs42.4bn in FY24), propelled by the doubling of toll income to Rs64.4bn. However, the overall income of Rs119.7bn remained insufficient against total expenditures of Rs408.1bn. Consequently, the deficit before levy and taxation stood at Rs292.98bn and the deficit after tax at Rs294.86bn, reflecting continued structural stress. It noted that two critical components eroded National Highway Authority’s profitability. These include depreciation expense of Rs133.8bn, reflecting a heavily capital-intensive asset base and growing maintenance backlog and Rs193.5bn finance cost, up from Rs182bn last year, highlighting the escalating burden of debt and interest rate exposure. The CMU advised diversification of funding sources through infrastructure bonds targeted at domestic institutional investors and international development markets. It said the expansion of public-private partnerships for new road construction, maintenance outsourcing and service area development can shift part of the fiscal and operational burden to the private sector while improving efficiency and service quality. The CMU also called for renegotiating loan terms with lenders to extend maturities, reduce interest rates or convert debt into quasi-equity instruments to create immediate fiscal space. With $165,606 in average earnings across the sector in 2023, Colorado ranked sixth-highest nationally. From software to renewable energy, employment growth has expanded by double- or even triple-digit percentages across various roles since 2018. Georgia ranks in a close second, with median incomes climbing 43.4%. In particular, the EV and aerospace sectors are playing a key role in job creation. Since 2018, the state has seen $27.3 billion in investment across EV, aerospace, and battery manufacturers including Rivian and SK Battery America. Maine, meanwhile, saw wages rise 36.3%. In 2024, wages across the tech sector saw the steepest jump of 11.4% while those in the construction sector saw strong gains of 8.5%. Other factors, such as its older population and tight labor market, have further boosted wages. Falling near the middle of the pack were New York and Texas, each with wage gains of 20.8% between 2019 and 2024. By contrast, North Carolina and Oklahoma saw only 9.9% cumulative wage growth, the weakest performance nationwide. Median household income in both states remains well below the U.S. average and still trails pre-pandemic levels.
