If you’re unfamiliar with Toby Fox, get familiar right now. After 2015’s smash-hit Undertale that rewired modern geek culture, the indie creator is back at it with another absolute banger: Deltarune, which on the surface alludes to its accolade-winning older brother but is in effect a very different, also amazing game. So amazing that I’m struggling to find anything to criticise about it.
The only reason one might not want to play this game right now is that it’s unfinished: just the first four chapters of seven are released. That said, they are phenomenally satisfying and leave me hyped for more to come (and the first two are free!). For a game so full of heart, I’ll wait as long as I need to for the rest, especially since its replayability factor is absurdly high and the wait between chapters has been well worth it so far.

Familiar concept, but fully new game
Let’s get the comparison out of the way. Deltarune features the same gameplay and interfacing concepts as Undertale, complete with an upgraded version of familiar battle mechanics. It also features a lot of familiar characters from Undertale, playing different roles in a different universe, and makes sparing references to the former game. It even has similar ways to play through the story peacefully or violently, although there’s reportedly only one ending regardless.
Kris’ mom wakes them up for school. Does she look familiar? — screengrab by author
All in all, familiarity with Undertale acts as a good foundation for this similar universe of monsters and (singular) human and dodging bullets while convincing enemies to be friends. But this is where we can stop comparing the two, because Deltarune is neither its sequel nor its spinoff. It has its own story and gameplay charms, and deserves to be judged on its own terms.
In fact, what really surprised me was the fact that, aside from adding some nostalgia, this game honestly didn’t need to rely on any repurposed Undertale characters at all; it could just as easily have used new original characters. I’m not really sure why it made this choice, except maybe to rope in longtime fans, but ironically this is the one thing that threatened to lessen the experience even marginally for me. The game is not Undertale 2, and it doesn’t have to be. When it shakes off that mantle is when it really starts to shine.
A new beginning. — screengrab by author
A concept that builds and builds
Without spoiling too much: Deltarune introduces you to Kris — a human raised in a small town of monsters — and antagonistic deuteragonist Susie. Then it throws the two into a strange ‘Dark World’ with a mysterious prophecy at its core. Along with Ralsei, a Dark World prince, they set out JRPG-style to explore new worlds and seal the fountains at their centre — meeting friends and enemies of all kinds as they go.
ALL kinds. — screengrab by author
Every chapter brings a new quest, and while Chapter 1 functions more as a proof of concept, by Chapter 2 the game has firmly found its footing and started sprinting. Everything from the underlying narrative to the zany boss fights just keeps heightening. There are points that I just don’t know how the game can surpass itself, and then it does.
A former encounter has a glow-up. — GIF by author
Sound design integrated into everything
Sound is a huge part of Deltarune from both an aesthetic and gameplay standpoint. In some areas, it’s integrated thoroughly into gameplay and interfacing itself, to the point where you might want to play with your headphones set to stereo. Elsewhere, it elevates humorous and narratively powerful moments alike, and suffuses every element of the surroundings and interface with life. Close attention to detail here plays a major role in shaping a living, breathing world.
Fox’s soundtrack steals the show in every way, though. Every track is electric, bright, powerful and infuriatingly catchy, making the soundtrack an obvious standout feature. Each new theme compliments its area or battle perfectly, keeping you in the moment during the most tedious of puzzles and holding your attention when tough bosses threaten to get frustrating.
I would love to keep singing praises of the music, but I’ll just provide an example. Have a listen as you read the rest of this review, or after.
Evocative, expert pixel art
The interface is retro and JRPG-esque, with nostalgically pixelly battle screens and movement mechanics. Overall, the visuals are striking, with gorgeously popping colours; there are some plainer elements, but they’re usually used deliberately for dramatic effect.

And the sprites are — mostly — amazing. Some are… not, especially in the first chapter. This might be for visual gags that don’t always land, but I’d guess the reason is simpler — certain aspects of Chapter 1’s art suggest a budget of somewhere between $31 and a handwritten note saying “please”.
A cage of… ‘animals’? — screengrab by author
Thankfully, the visual design gets better every chapter. One must note that the game isn’t particularly ‘cute’, so the art isn’t afraid to get a little creepy, and have its characters pull big faces. I love the unfiltered expressiveness, and I really like it when the visual design breaks boundaries.
One of these sprites is not like the others… — GIF by author
Two standout features are the scenic backgrounds and the incredible sprite animations, both masterclasses in pixel art. The backdrops of your journey are impressively intricate, especially later, and lend a sense of grand scale to offset some flatness in the map.
A view of the city. — screengrab by author
Meanwhile, sprite animations are super detailed and rendered with astonishing effort and purpose, grounding the characters firmly in the world and making them feel super real. Lead artist Temmie Chang, responsible for the pixel animation, knocks it out of the park.

Battles
At its core, the battle system is a beautiful bullet hell bonanza. But it’s so much more than that.
A typical enemy encounter. — GIF by author
A simplified overview: you can choose to ‘fight’ enemies — using magic or melee — or disavow violence entirely to ‘act’ instead until you gain an enemy’s mercy. Acting looks different for every enemy, and it’s always fun and personality-filled.

A great way to befriend your enemies. — GIF by author
This game is absurdly inventive with its battling, with some really creative ways of utilising the entire battle interface. It never runs out of concepts: gimmick fights and minigames abound as it throws rhythm game mechanics, arcade-style punch-outs, and full-fledged Pac-Man your way as it likes.
A battle that turns its own interface into a game. — GIF by author
The heroes rock out (this is my favourite minigame ever). — GIF by author
There are also secret bosses to reward exploration — they can be hard, but are super worthwhile if only for bragging rights. The challenge is optional, so you never feel stuck.
A hidden boss fight. — GIF by author
Although the game supposedly only has one ending, chapters have their own ‘routes’ that can permanently affect the later game. I prefer playing mercifully, but fighting your way through is a perfectly valid way of experiencing the story with its own rewards.
Compelling characters with a fantastically human script
Speaking of which, the story absolutely bangs, with phenomenal narrative and comedic pacing and some of the most interesting and rich characters I’ve encountered in a while. I refuse to spoil too much, but for only four chapters, the narrative is substantial and constantly packed with interesting new turns.
Whatever Kris has got going on as a (creepy, mysterious) player character is a class apart from your typical silent protag. And the core cast is especially vibrant to fill Kris’ silence, blooming quickly into multi-dimensional characters with rich inner lives and a great variety of personality.
Noelle regrets her decisions. — screengrab by author
Everyone is really lovable, and the scripting makes them doubly so: even at its most heroes-save-the-day, it never gets too hammy to take seriously. It’s a script that is fun rather than just funny; more than anything, it captures a human side to the characters that evokes the kind of dumb, playful conversations I might have with my own friends.

Verdict: PLAY IT
Above all, the game is perfectly cohesive. Art, sound, gameplay and narrative all refract off each other in a dazzling interplay, becoming greater than the sum of their parts. Battles have narrative weight and sound design builds humour; music and visuals work in constant harmony to inform gameplay.
I struggle to find anything bad to say about Deltarune. It’s fantastic, and whatever minor nitpicks I had early on were thoroughly steamrolled by massive improvement later. The fact that it’s not yet fully released can’t count against it (I did choose to play it unfinished); in fact, these four chapters are enough to cement it among the best of the best games I’m going to play this year.
The only thing I would ask of Fox is that he embrace his new stories for what they are: new. Undertale nostalgia may have roped in old fans, but Deltarune shines brightest when it steps out of the other game’s shadow. The adventuring party, inventive game design elements and unique emotional core are easily some of its best assets.
Deltarune’s first four chapters are out on Steam for $12.49, with the first two available as a free demo.

OpenAI hired the creator of OpenClaw, Peter Steinberger.
The news made waves in the AI community.
Some AI leaders took to X to celebrate the news, and others expressed concern.
OpenAI announced on Sunday it had hired Peter Steinberger, the creator of OpenClaw. Within hours, the news sent ripples across the AI community, drawing praise from some executives, jabs from rivals, and a flood of memes from engineers watching the talent wars unfold.
Steinberger wrote in a blog post shared on X Sunday that he was "joining OpenAI to work on bringing agents to everyone."
OpenAI CEO Sam Altman amplified the news, writing that "the future is going to be extremely multi-agent."
Peter Steinberger is joining OpenAI to drive the next generation of personal agents. He is a genius with a lot of amazing ideas about the future of very smart agents interacting with each other to do very useful things for people. We expect this will quickly become core to our…

In response to the news, several OpenAI leaders welcomed Steinberger. Thibault Sottiaux, an engineering lead on OpenAI's Codex team, wrote that "@steipete is proof you can just build things."

— Tibo (@thsottiaux) February 15, 2026
Another Codex engineer posted that one of the "neat" parts of OpenAI's culture is how many former founders work there.
One thing @steipete and I talked about over lunch last week was how many former founders are at OpenAI. It’s a really neat part of the culture.
— Andrew Ambrosino (@ajambrosino) February 16, 2026
Steinberger told Lex Friedman in a podcast last week that both Mark Zuckerberg and Altman had made him offers.
OpenClaw and its agent-only social media network Moltbook became wildly popular earlier this year as developers and AI enthusiasts shared clips of autonomous AI agents posting, replying, and interacting online. The open-source project, which demonstrates how networks of AI agents can coordinate to perform tasks across apps, also rapidly gained traction on GitHub.
After Steinberger's announcement on Sunday, some of the people who worked on OpenClaw commented on the news.
"I know the decision was not an easy one, and I saw firsthand the pressure Peter was under, given that he understands how fundamental this could be for the AI timeline," Jamieson O'Reilly, an OpenClaw advisor, wrote on X in a post congratulating Steinberger.
One thing has become very clear to me working together with @steipete on @openclaw.
While lots of people spectate from the sidelines, sharing their opinions, concerns and even hot takes at times, the dude is there, vigilantly on the front-lines pushing AI forward for every one… https://t.co/fe5OEKgevm

Aaron Levie, the CEO of Box, said it was a sign "2026 was the year of the agents."
If anyone was wondering if 2026 was the year of agents, OpenAI is bringing on the maker of Openclaw. This space is about to get very real. https://t.co/ocqX4kE9PT
— Aaron Levie (@levie) February 15, 2026
Not everyone in the tech space was as enthusiastic about the news.
XAI cofounder Igor Babuschkin asked users on X: "What's the best open alternative to OpenClaw right now? Doesn't make sense to put all your data into it if it's owned by OpenAI."
PayPal mafia member Jason Calacanis expressed similar concerns.
😔 what are the chances the open source project survives / thrives after this? https://t.co/4sUZkKWkGh
— @jason (@Jason) February 15, 2026
Steinberger and OpenAI have said that OpenClaw will remain an open-source project with OpenAI's support.
Other experts in the space pointed out that OpenAI's win could be a loss for Anthropic, especially after Steinberger wrote on X that Anthropic sent "love letters from legal."
"Another interesting detail is Anthropic's visible disdain for anything open source: their only contribution to this was legal threats," George Orosz, a tech industry analyst and author of the tech newsletter The Pragmatic Engineer, wrote on X.
Kris Puckett, a designer at Stripe, expressed a similar sentiment
Instead of @AnthropicAI getting Claudebot, they rushed legal to send a C&D and lost out on not only brilliant talent but community drive.
Truly would love to know the decision making process.

"You Ought To Be In Jail": Senator Unloads On Minnesota AG Ellison Over Fraud Scandal
During a Senate Homeland Security and Government Affairs Committee hearing this week, Sen. Josh Hawley (R-Mo.) confronted Minnesota Attorney General Keith Ellison. The Missouri Republican exposed Ellison's ties to the Feeding Our Future scandal, where fraudsters stole $250 million in federal child nutrition funds.
Hawley didn't hold back, charging the Democrat with protecting fraudsters who funneled cash to terrorists and traffickers, as well as Ellison’s own campaign coffers, and telling him he “ought to be in jail.”

Hawley opened the confrontation by spotlighting $10,000 in campaign donations Ellison pocketed from players in the Feeding Our Future mess, which the New York Post broke last year, detailing how the money flowed in right after a December 11, 2021, meeting at Ellison's office.
Ellison repeatedly denied it, calling it a false statement. But Hawley read directly from the meeting transcript, where money was discussed repeatedly.
An audio recording of that meeting revealed that Ellison met with members of the Somali community who were later convicted in the scandal. In the recording, the individuals ask Ellison for help securing funding before discussing campaign donations.
“The only way that we can protect what we have is by inserting ourselves into the political arena,” a man is heard saying on the audio.
“Putting our votes where it needs to be. But most importantly, putting our dollars in the right place. And supporting candidates that will fight to protect our interests.”
“That's right,” Ellison replied.
Ellison accepted $10,000 in campaign contributions from the fraudsters mere days later, as did his son, Minneapolis councilman Jeremiah Ellison.
Hawley proceeded to read from that recording, quoting Ellison's own words back to him.
"Send me the names of all these folks who are investigating them," Ellison said. He promised to call the Education Department and ask what was going on. "I already have my team working on this," he told them, according to the transcript. "What day should we get together to discuss it again?"
Ellison pledged repeatedly to help them fight the investigators.
"You have my attention. I'm concerned about this," he said. "Let's go fight these people."
"Why'd you do it? Was it worth it?" Hawley asked.
"This is what accountability looks like, of which you've had none," Hawley countered.
"You helped fraudsters defraud your state and this government of $9 billion, and you got a fat campaign contribution out of it. You ought to be indicted. That's the truth."
Ellison shot back hard. He denied the donations flat-out: "a lie" and "No donations came." He insisted, "You're completely wrong. … I did not see anybody." Hawley countered with video proof of their nearly hour-long sit-down—easy to find online. Ellison dismissed Hawley's quotes as "cherry-picked."
As the exchange got heated, Ellison repeatedly talked over Hawley, which the senator didn’t appreciate. “It's my hearing, pal,” he snapped.
"Don't call me 'pal,’” Ellison shot back.
"Well, I should call you a prisoner because you ought to be in jail."
He demanded resignation. Ellison flipped it: "I was thinking the same thing about you."
Hawley didn't stop there. He brought up testimony from the previous day showing where the fraudulent money went: to terrorist groups, transnational criminal organizations, drug trafficking, and child trafficking. "You took $10,000 and helped them do it," he said. Ellison kept denying everything, but Hawley had receipts.
He cited a Minnesota Star Tribune report that Partners in Nutrition raised concerns with the attorney general’s office in 2018 and 2019, but Ellison did nothing. The New York Post reported that Ellison accepted campaign donations from individuals linked to the fraud after meeting with them.
"You've been right at the center of this fraud thing from the beginning, and you've enabled it," Hawley said. "You should resign."
Ellison shot back, "And, sir, you should resign. I was thinking the same thing about you."

The cheaper Cybertruck comes amid Tesla's drive to make the car more appealing to the working man.
Elon Musk's Tesla is doubling down on its road map to make the Cybertruck less vanity, more working man, with a budget version that's clocking in a little closer to the competition, price-wise.
In an X post on Thursday night, Tesla announced it will roll out its "most affordable Cybertruck yet." It's advertised, per the post, as "tough as nails with ultra-low cost of ownership" starting at $59,990.
The cheapest all-wheel-drive Cybertruck sold for just under $100,000 in 2024. It's now listed starting at $79,990.

While Musk has often positioned the Cybertruck as a competitor to the Ford F-150, at close to $60,000, the Cybertruck is still a premium option. The F-150 starts at $39,330.
The cheaper Cybertruck comes amid Tesla's race to reposition Musk's shiny, silver vehicle as an everyman's car.
The new version of the Cybertruck is now listed in a Tesla comparison chart as the company's "most affordable" Cybertruck. It has a lower towing capacity of 7,500 pounds, down from the 11,000 pounds listed for its "Premium All-Wheel Drive" and "Cyberbeast" versions.
Significant interior differences include heated seats only in the first row, compared to both rows for the premium versions. The cheaper Cybertruck comes with textile seats, unlike the "premium interiors" in more expensive iterations.
Musk once touted the truck as "apocalypse-proof." It's been subjected to recalls, including over its rearview camera, windshield wiper, and reports of jammed accelerator pedals.
The more affordable Cybertruck comes after a year of modest sales for Tesla's electric truck.
Tesla sold 20,237 Cybertrucks in the US in 2025, according to data from Cox Automotive released in January — half of its 2024 sales figures. It also falls far short of Musk's 2023 projection that the Cybertruck would sell 250,000 units a year.

Ben Goertzel had dozens of email exchanges with Jeffrey Epstein.

Ben Goertzel, a computer scientist who popularized the term AGI, courted Jeffrey Epstein for research funding, emails show.
DoJ files show that Goertzel was aware of Epstein's criminal charges, and their correspondence continued until at least 2018.
Goertzel told Business Insider he "made a mistake" in accepting Epstein's money and regretted not doing due diligence.
In January 2013, Jeffrey Epstein sent a blunt email to the computer scientist Ben Goertzel. Epstein had funded Goertzel's research in artificial intelligence and was frustrated with a lack of progress. However, on this day, the disgraced financier wasn't writing to discuss algorithms or neural networks — he wanted to discuss Goertzel's hair.
"I think it is now time for you to drop the hippie look," Epstein wrote, warning Goertzel that his "disheveled 80s appearance" was an "unnecessary hindrance" to securing the capital that might one day help the two men achieve AGI — artificial general intelligence, a hypothetical level of computer intelligence that could surpass that of humans. Epstein compared the scientist's ponytail to "spinach in the teeth of a friend."
"I would be willing to cut my hair for a lot of AGI money," Goertzel replied.

The exchange was among dozens between Epstein and Goertzel in files released by the Department of Justice, chronicling Epstein's fascination with the potential of AI. Goertzel, a researcher who helped popularize the term AGI and develop the humanoid robot Sophia, courted Epstein for money over several years, promising he could build the "Sputnik of AI," the emails show.
In an online résumé that has since been removed, Goertzel said Epstein gave him a $100,000 research grant in 2001. Emails reviewed by Business Insider show Epstein agreed to give Goertzel at least another $100,000 between 2008 and 2018, spread out across multiple transfers. It could not be learned how much of the money Goertzel ultimately received.
The emails show Goertzel was aware of Epstein's criminal charges. In a 2010 email, Goertzel congratulated Epstein on his release from the Palm Beach County Jail. In 2008, Epstein had pleaded guilty to two sex charges, including solicitation of a minor. In 2015, several days after Prince Andrew was named in a lawsuit over underage sex claims related to Epstein, Goertzel wrote about "utterly idiotic negative publicity in the news" and said he was sorry Epstein's camp had to deal with it.
"Maybe some variation of what is alleged did happen, but if so it was surely an occurrence among reasonably mature people who mutually consented at the time, so why is it anybody else's business?" Goertzel wrote, before asking for $25,000 for a "corporate contribution" to one of his companies.
In a statement to Business Insider, Goertzel said he "made a mistake" in accepting Epstein's money. He said he regretted not doing due diligence on Epstein's crimes and that he had "basically zero knowledge of Epstein's sexual peculiarities and exploitative practices."
He added: "I deeply regret being social-engineered by this terrible human being and not doing more research into him decades ago. I won't make this sort of mistake again."
'The Sputnik of AI'
Goertzel is currently the CEO of SingularityNET, an AI and blockchain company. He is also chair of The AGI Society, a nonprofit that holds an annual AI conference.
His correspondence with Epstein was among millions of documents released by the Justice Department. The files have reverberated through the business world, revealing emails between Epstein and Tesla CEO Elon Musk, Virgin founder Richard Branson, LinkedIn founder Reid Hoffman, among others. The fallout for some people named in the files has been swift. Goldman Sachs' top lawyer, Kathryn Ruemmler, resigned in mid-February, and Brad Karp resigned as chairman of the law firm Paul Weiss, among others.
Appearing in the files does not necessarily suggest that a person has engaged in wrongdoing.
In one of the emails released by the Justice Department, Goertzel said he had known Epstein since 2001. Epstein took an interest in what labs like MIT and Google were doing in the AI field. Goertzel, who some consider one of the "godfathers of AGI," coauthored a 2006 book on the topic, and in 2008, he created OpenCog, an open-source project to try to architect human intelligence. Goertzel told Business Insider that he met Epstein through "mutual friends" in New York City.

Epstein appeared concerned in some emails by the lack of support for Goertzel's AGI theories among mainstream experts. "i believe in you. i can't figure out why i am in the minority," he told Goertzel in 2010. In a 2011 email, Goertzel asked if Epstein would fund half of a $3 million grant over four years to fund a "full speed ahead toward AGI" plan, which included building AI that could control a video game character and a humanoid robot.
"Of course, US$3M is a lot of money. However, this would be the 'Sputnik of AGI' -- it would set the development of AGI on a whole new course," Goertzel wrote.
In his statement to Business Insider, Goertzel said, "I had basically zero knowledge of Epstein's sexual peculiarities and exploitative practices and have no orientation toward that sort of thing and little understanding of it -- it was all about being overly desperate at that stage for any source of $$ to fund innovative frontier science, which Epstein did recognize as valuable but mainstream science at the time did not."
Epstein sometimes pushed Goertzel for more tangible proof of breakthroughs and tried to influence some research directions, the emails show. In February 2013, he emailed Goertzel and suggested that having an AI system pass "iq tests for children" would provide a concrete research milestone. Goertzel agreed to pursue the idea.
"Epstein was very smart and fairly technically savvy and had a lot of ideas about AI, which were not terribly stupid nor terribly brilliant," Goertzel told Business Insider. "I did not pay much attention to them nor did they influence my work in any way."

Epstein used corporate and foundation vehicles to send money to Goertzel, including his Southern Trust Company, registered in the US Virgin Islands, the emails show.
"As before, we can do this as a tax-deductible donation to a nonprofit, assuming that's still your preference," Goertzel said in a September 2010 email to Epstein.
Depending on the circumstances, Goertzel, who spent some of his time in Hong Kong, requested that the money be sent to different nonprofits' accounts, the emails show. In 2014, Goertzel requested that Epstein send the money to Humanity+, a nonprofit focused on transhumanism that he was vice president of. Goertzel said it would act as a fiscal "pass-through" so the money could be diverted to himself and other researchers.
"Yes all this was totally legit, the funding was going to open-source AGI R&D for the good of humanity and its future, which was very much within the mandate of Humanity+ as a 501-3c nonprofit," Goertzel told Business Insider.
'Moronic media shitstorm'
Goertzel told Business Insider he "reconnected" with Epstein in 2008 after several years of no contact, and that Epstein told him about his legal situation.
"He framed it as a politically motivated prosecution for involvement with a consenting adult. I believed him. I should not have," Goertzel told Business Insider.
Several emails show Goertzel and Epstein arranging to meet in person. Goertzel told Business Insider they met on several occasions at Epstein's New York and Florida offices. "I never hung out with him in a social setting, never went to the island or flew in the jet or saw him partying with girlfriends or anything like that," he said.
In 2015, Goertzel was following up on a payment he hoped to receive from Epstein. Richard Kahn, Epstein's accountant, responded that it had to be put on hold due to "bad press." The Guardian had reported days earlier that Prince Andrew was named in a US lawsuit involving Epstein.
"I don't want to push you guys at a difficult time, but given my own situation I do feel moved to ask if Jeffrey might still be able to help with $25K for my 'corporate contribution' to the OpenCog Hong Kong project," Goertzel wrote. "He has helped in this way every year since 2010, usually via a donation to Humanity+."
The South China Morning Post reported earlier on some of the payments Epstein made to Goertzel to help him secure Hong Kong grants.
Epstein responded, "yes 25," and Goertzel thanked him and said he hoped to resume conversations "once this current moronic media shitstorm blows over."
Emails between the men continued for several years. In December 2018, a few days after the Miami Herald published an investigation into Epstein that contributed to his arrest on federal sex-trafficking charges the next year, Goertzel sent an email inviting Epstein to an AI and blockchain event in New York. Alternatively, he said, they could find another time to meet in the city.
"let me know if you're in town and might spare a few moments," Goertzel wrote. "it's been a while!"

Trump Admin Closes CDL Loophole That Let Illegal Immigrants Drive Big-Rigs
The Department of Transportation shut down a major safety vulnerability this past week that had allowed illegal immigrant drivers to operate commercial trucks on American highways despite having no verifiable driving history.
“For far too long, America has allowed dangerous foreign drivers to abuse our truck licensing systems – wreaking havoc on our roadways. This safety loophole ends today,” Transportation Secretary Sean P. Duffy said in a statement.
“Moving forward, unqualified foreign drivers will be unable to get a license to operate an 80,000-pound big rig. Under President Trump’s leadership, we are putting the safety of the driving public first. From enforcing English language standards to holding fraudulent carriers accountable, we will continue to attack this crisis on our roads head on.”
The reform targets a gaping hole in how states issue commercial driver's licenses to foreign nationals. While licensing agencies can screen U.S. drivers through national databases for past violations like DUIs or crash history, they cannot access records of foreigners and illegal immigrants. That loophole enabled at least 30 states to issue CDLs to drivers deemed ineligible.
Under the old system, foreign drivers holding only work permits could obtain commercial trucking licenses because Employment Authorization Documents don't indicate prior traffic violations, accidents, or license suspensions in other countries. States had no way to know whether an applicant had a clean record or a history of reckless driving before allowing them to operate an 80,000-pound vehicle.
The new rule formally codifies Duffy's emergency action from last September that ended the issuance of non-domiciled commercial driver's licenses to truckers with unverified driving histories. EADs will no longer be accepted as proof of eligibility. Applicants must instead present an unexpired foreign passport along with the appropriate Form I-94, which tracks a noncitizen's entry to and exit from the United States.
“Under the provisions, only foreign nationals holding temporary work visas, such as H‑2B, H‑1B, or temporary investor visas from treaty countries, known as E‑2 visas, may be eligible,” explains Fox News Digital. “In addition, states must verify the lawful immigration status of every applicant by checking the Systematic Alien Verification for Entitlements (SAVE) system.”
At least 30 people died in 17 crashes caused by non-domiciled commercial driver’s license holders in 2025, according to reports. Among the most serious incidents, a non-domiciled driver triggered a multi-vehicle crash inside a tunnel on Interstate 80 in Wyoming on February 14, killing three people and injuring 20 others.
On August 12, another non-domiciled driver caused a crash on the Florida Turnpike that left three people dead after attempting an illegal U-turn. In California, a driver failed to stop for traffic on October 21, setting off an eight-vehicle collision that killed three. Later in the year, on December 3, a non-domiciled driver collided with a train at a marked crossing in Ontario, California, killing a crew member.
“We are done letting foreign drivers wreak havoc on our roads. If you’re behind the wheel of a big rig, you must meet our standards—no exceptions,” Duffy said in a post on X Saturday.
The final rule is expected to take effect in one month, around March 15.
“A critical safety gap allowed unqualified drivers with unknown driving histories to get behind the wheel of commercial vehicles,” said Federal Motor Carrier Safety Administration (FMCSA) Administrator Derek D. Barrs. “We are closing that gap today to ensure that only qualified, vetted drivers are operating on our nation’s roadways. If we cannot verify your safe driving history, you cannot hold a CDL in this country.”
Duffy praised the reform as one of several steps the Trump administration is taking to bolster transportation safety, including enforcing English language standards for drivers.
In May, Secretary Duffy signed an order establishing new guidelines to strengthen English language enforcement for commercial truck operators, placing drivers who fail English proficiency tests out of service.
"Under President Trump's leadership, we are putting the safety of the driving public first," Duffy said. "From enforcing English language standards to holding fraudulent carriers accountable, we will continue to attack this crisis on our roads head on."
