Teen E-Bike Rider on Cannabis Hits Elderly Woman, Flees Scene

A teenage e-bike rider, identified as Billy Stokoe, struck an 86-year-old woman on a zebra crossing while under the influence of cannabis. He then fled the scene, leaving her to die, and attempted to hide his bike and change clothes.
