Appeal Court Decision to Return Former Minister Koka to Prison Cannot Be Executed

The Special Court of Appeal's decision to return former Minister of Environment Lefter Koka to prison in connection with the Tirana incinerator affair cannot be executed, as he has been out of the country for nearly four and a half months for medical treatment.
