Montenegro's Draft Law on Government Revealed

A draft Law on Government has been unveiled in Montenegro, which, while not prohibiting telephone appointments and dismissals of public officials, stipulates that legislative proposals requiring a two-thirds majority in Parliament cannot be decided in telephone sessions.
