Tropical Depression Luis Weakens, Another LPA Forms Over Philippines

Tropical Depression Luis has weakened into a low pressure area (LPA) while another LPA has formed, both affecting Central and Northern Luzon. The southwest monsoon is also bringing rain to parts of Southern Luzon and Western Visayas.
