13 Die in Sri Lanka Nursing Home Fire, Including 'Chained' Patient

Thirteen people, including a 'chained' patient, died in a fire at a nursing home in Sri Lanka. The fire-ravaged facility and two other nursing homes run by the same management are unregistered, despite government officials and institutions having worked with them.
