Kumamoto Earthquake: 23 Designated Shelters Unusable Due to Lack of AC

Following the Kumamoto earthquake, at least 23 designated evacuation shelters in eight affected towns and cities were unable to open because they lacked air conditioning or had no power for it, forcing many to endure hot conditions.
