Wellingtonians Divided Over Second Tunnels and SH1 Revamp

Residents of Wellington are split on plans to revamp the State Highway 1 corridor from the Terrace Tunnel to Kilbirnie, a project estimated to cost between $2.9 billion and $3.8 billion.
