Teras: Political Will and Functional Kosovo Government Needed for Dialogue
Riho Teras, the European Parliament's rapporteur for Kosovo, stated at a plenary session on the Western Balkans that the past year was politically difficult for Kosovo and that political will and a functional Kosovan government are necessary for the continuation of dialogue with Belgrade.
