Shashi Tharoor to Skip VD Satheesan's Oath Ceremony for Boston Address

Shashi Tharoor announced he would miss VD Satheesan's oath ceremony, expressing regret but explaining he would be in Boston to deliver an address at the graduation ceremony of his alma mater, The Fletcher School of Law and Diplomacy at Tufts University.
