Police Apologize for Handcuffing Stabbing Victim While Dying

Police have issued an apology after a stabbing victim, Henry Nowak, was handcuffed while he was dying. The attacker, Vickrum Digwa, claimed he had been racially abused before attacking Nowak five times with a ceremonial knife.
