Προειδοποίησε ότι «η αποτυχία αποφασιστικής αντίδρασης σε τέτοια συμπεριφορά δεν θα ενθαρρύνει μόνο τους δράστες της, αλλά θα επιφέρει επίσης διαρκή και ανεπανόρθωτη ζημία στα θεμέλια της διεθνούς έννομης τάξης...
