Tactical Officer Identified as Sniper at Waterloo St. Patrick's Day Party
Waterloo Regional Police Service confirmed that a sniper photographed at a St. Patrick's Day street party in Waterloo, Ont., was one of their tactical officers, part of an emergency plan.
